G 1 Chronic Absenteeism

For 2024-25, CVLA will strive to improve attendance by encouraging parent and family engagement, making students feel they are physically and emotionally safe, academically challenged, and valued members of the student body.

Performance Measure

Decrease the percentage of All Students chronically absent students in all grades at CVLA from 13.9% to 7.0%

Decrease the percentage of economically disadvantaged chronically absent students to below 7.0%

Decrease the percentage of students with disabilities chronically absent students to below 7.0%

Target 11th and 12th grade groups specifically to decrease overall absenteeism.

S 1.1 Assure Safe/Healthy Learning Environment

CVLA implements provisions to ensure infrastructure is safe and conducive to learning through training sessions, technology, building updates and updated district procedures in planning, preventing and responding to emergency situations. These provisions will assure instructional time is preserved and students feel they are in a safe/healthy environment which will therefore improve attendance.

  • School facilities and structures check: Collected using a checklist. Director provided Principals with a Safety check list to be conducted at the schools monthly.

S 1.2 Community Eligibility Provision

CVLA will utilize the Community Eligibility Provision which is an universal meal plan under the National School Lunch Program that permits eligible LEAs and schools to provide meal service to all students at no charge, regardless of economic status. The CEP program will be used to promote social acceptance and to motivate all students to participate in a nutritious lunch and encourage attendance during 2024-25. 

CVLA will utilize the Community Eligibility Provision for the student in-person days at the center for student breakfast and lunch meals.

S 1.3 Chronic Absenteeism

CVLA will monitor attendance data, clarify attendance expectations and goals, recognize good and improved attendance, and coordinate with teachers, students and attendance director and involve students and parents to improve attendance, combat chronic absenteeism and assure students are on track to graduate.

A 1.3.1 Attendance
  • CVLA will implement the districts At-Risk Determination Checklist: Student attendance information and academic data will be reviewed during the first month of the school year to determine which students will be targeted to take part in the mentoring program.
  • Daily attendance within Buzz on-line learning platform will be monitored at CVLA and at the end of each month by the Attendance Supervisor with Aspen attendance data and percentages will be compared to the same month data from the previous year. Year-to-date data is also considered. The Attendance Supervisor will communicate data to district school administration.
  • CVLA will continue with student check-ins
  • CVLA will continue to target the students attendance through the Buzz curriculum on-line system and attendance to in-person class at the center.

S 1.4 Academically Challenging/Engaging Curriculum

CVLA will promote the new computer requirement wit courses in 7th and 9th grades. CVLA will continue to implement Math instruction based on the newly adopted math program with student electronic instruction and paper text and resources in all grade levels.

G 2 Reading/Language Arts

Literacy improvements will be encouraged by Claiborne Virtual Learning Academy across all grade bands, but the emphasis will be to build a strong foundation in grades 7-12 since those are the grades that the school serves going into the 2024-25 academic year and a focus on ACT score improvements over Spring 2025.

Performance Measure


CVLA is a district wide school that serves students from the entire school district.

CVLA will utilize the districts performance measure to increase student achievement levels from 31.4% in 3rd-8th grade to 35.7% for the 24-25 school year.

CVLA will utilize the districts performance measure to increase student achievement levels from 29.2% in English I grade to 33.6% for the 24-25 school year.

CVLA will utilize the districts performance measure to increase student achievement levels from 38% in English II grade to 41.9% for the 24-25 school year.

CVLA had less than 4 students take the ACT during the spring 2024. .

CVLA's Reading goals for this year 24-25 is to attain an 17 average score average for students taking the ACT.

S 2.1 Professional Development

High quality professional development will be provided for instructional staff and school administrators in the virtual learning environment.

Benchmark Indicator
  • CVLA administration will coordinate with Flexpoint to provide professional development with technology pertaining too the virtual school setting. Emphasis with the Flexpoint curriculum and Buzz platform.
  • CVLA staff and admin have participated in summer 2024 trainings including 504, leadership institute, family engagement, safety, legal, special education, attendance aspen and many others.
  • Participation is tracked by the district and the certifications CVLA staff completed.
  • CVLA and the district will track in-services, PLC's, class walkthrough's, etc; via online electronic logs and sign-in sheets through out the 24-25 academic year.

S 2.2 Instructional Support


CVLA teachers will participate in the districts support to impact the quality, content and structure of teaching English/Language arts and learning throughout all schools within the district.

CVLA administration and teachers will participate in district supports including professional development led by Dr. Meagan England for school wide data review.

CVLA administration and teachers will conference with Lori Duncan at monthly RTI meetings discussing individual student Aims Web benchmark testing results and intervention strategies at the for CVLA students with a focus on literacy and EOC subject areas.

CVLA will continue to use scientifically based research (screening, diagnostic and classroom achievement) assessment instruments to track individual student progress and inform instruction that is aligned with standards.

A 2.3.1 Aims Web and Study Island

CVLA RLA teacher, admin and RTI rep will review the Aims Web and Study Island benchmark assessments which will be administered to CVLA students at the school. The assessment results will be utilized for RTI intervention in 7-8 grade middle school R/LA classes and 9-12 high school English I, English II, English III and English IV courses.

S 2.4 Technology That Impacts Teaching & Learning

CVLA instructional delivery is web based. Students are issued a chrome book and all coursework is web-based through the Flexpoint curriculum and the BUZZ platform. Technology impacts the quality, content and structure of reading/language arts instruction and learning throughout all of CVLA's academic disciplines.




Benchmark Indicator

7-12 grade CVLA students will complete ELA coursework on their school issued chrome book. Students are assigned lessons through Flexpoint curriculum on the Buzz platform each week. They visit the school center to review their progress and prepare for the next week. During weekly visits to the school center, CVLA faculty will assess completed work and record grades accordingly. Student course placement will be monitored and adjusted as needed.

G 3 Mathematics

The Claiborne Virtual Learning Academy's goal for the 2024-25 school year in 7-12 grade Mathematics is to improve 7-8, and Algebra I, Algebra II and Geometry to assure success rate improvement. Math improvement will be encouraged across all grade bands implementing strategies to ensure success rate improvement by the Spring of 2025.


Performance Measure


CVLA will utilize the districts goals to increase the percentage of students who are on track or mastered:

  • 3-8 Math from 32.5% to 36.7%
  • Algebra 1 from 18.3% to 23.4%
  • Algebra 2 from 12.8 to 18.3
  • Geometry from 19.6% to 24.6%


CVLA did not have any ACT scores for the 21-22 school. For the 22-23 CVLA had less than 6 students take the ACT.

CVLA's Math goals for this year is to attain an 17 average score on math for students taking the ACT.

G 4 College and Career Readiness

CVLA is beginning Dual Enrollment partnership with Walters State Community College this Fall 2024. This will provide upper class high school students with the opportunity to earn college credits.

CVLA admin will investigate a process where the CVLA students can participate in WBL their 9th and 10th grade years as an intern, then in 11th-12th grades they can transition to the CTE work based learning program where they are able to have a paying job. 

Early Childhood Outcomes (ECO) have shown below target scores for the past few years in the school district. However, CVLA student are comprised of 7th - 12th grades for the 24-25 school year.

Performance Measure

CVLA will meet with the CTE Director to gather information to plan for an WBL program for students at CVLA.

CVLA dual enrollment students attain a minimum of an 80 average in those courses.

S 4.1 Early Childhood Outcomes

District SPED leaders will meet monthly with the TN-TAN partner ANLAR to improve Early Childhood Outcomes. During these meetings ANLAR will support the SPED leadership with creating a vision and mission for a preschool strategic action plan.

CVLA will support the districts goals for early childhood outcomes and the goals of percent of preschool SWD who have improved early childhood outcomes in the area of appropriate behaviors will increase from 89.47% to 92.60% by May 2024 and stay at 92.60% by May 2025 as evidenced by reviewing Early Childhood outcomes data in TN Pulse.

A 4.1.1 CVLA Career and College Readiness

CVLA Admin will keep updated with the districts early child outcomes initiative. CVLA is planning implementing dual enrollment with Walters State and Lincoln Memorial University for the 24-25 school year for 11th and 12th grade high school students.

S 4.2 Create Opportunities for Students with Diabilties

CVLA admin will meet with District SPED leaders and CTE/ Secondary Supervisor plan for the possibility of CVLA students to participate in opportunities for Work Based Learning experiences for students with disabilities. We hope to develop a process where students can participate in WBL their 9th and 10th grade years as an intern, then in 11th-12th grades they can transition to the CTE work based learning program where they are able to have a paying job. We are also working to provide opportunities for students with disabilities to have dual enrollment for TCAT once that is available for all district students. And finally, we the transition case managers at the high schools and the CTE work based learning instructors are going to begin to problem solve and provide more support for CTE teachers so students with disabilities can participate in CTE classes.

The number of students with disabilities who are enrolled in a work-based learning class will increase from 0 in May 2024 to 10 in May 2025 district wide.
