G 1 Chronic Absenteeism
For 2023-24, CVLA will strive to improve attendance by encouraging parent and family engagement, making students feel they are physically and emotionally safe, academically challenged, and valued members of the student body.
Performance Measure
Decrease the percentage of All Students chronically absent students in all grades at CVLA from 13.9% to 7.0%
Maintain the percentage of economically disadvantaged chronically absent students at 0%
Maintain the percentage of students with disabilities chronically absent students at 0% .

S 1.1 Assure Safe/Healthy Learning Environment
CVLA implements provisions to ensure infrastructure is safe and conducive to learning through training sessions, technology, building updates and updated district procedures in planning, preventing and responding to emergency situations. These provisions will assure instructional time is preserved and students feel they are in a safe/healthy environment which will therefore improve attendance.

- School facilities and structures check: Collected using a checklist. Director provided Principals with a Safety check list to be conducted at the schools monthly.
- Raptor Technologies visitor, volunteer, and emergency management system will be utilized at the school level.

S 1.2 Community Eligibility Provision
CVLA will utilize the Community Eligibility Provision which is an universal meal plan under the National School Lunch Program that permits eligible LEAs and schools to provide meal service to all students at no charge, regardless of economic status. The CEP program will be used to promote social acceptance and to motivate all students to participate in a nutritious lunch and encourage attendance during 2023-24.
CVLA will utilize the Community Eligibility Provision for the student in-person days at the center for student breakfast and lunch meals.

S 1.3 Chronic Absenteeism
CVLA will monitor attendance data, clarify attendance expectations and goals, recognize good and improved attendance, and coordinate with teachers, students and attendance director and involve students and parents to improve attendance, combat chronic absenteeism and assure students are on track to graduate.

A 1.3.1 Attendance
- CVLA will implement the districts At-Risk Determination Checklist: Student attendance information and academic data will be reviewed during the first month of the school year to determine which students will be targeted to take part in the mentoring program.
- Absenteeism will be monitored weekly at CVLA and at the end of each month by the Attendance Supervisor with Aspen attendance data and percentages will be compared to the same month data from the previous year. Year-to-date data is also considered. The Attendance Supervisor will communicate data to district school administration.
- CVLA will continue with weekly student check-ins
- CVLA will continue to target the students attendance through the Buzz curriculum on-line system and attendance to in-person class at the center

S 1.4 Academically Challenging/Engaging Curriculum
CVLA will promote a Math instruction based on the newly adopted math program with student electronic instruction and paper text and resources in all grade levels.

G 2 Reading/Language Arts
By spring 2024, K-12 literacy will improve by placing an emphasis on K-2. Literacy improvements will be encouraged by Claiborne Virtual Learning Academy across all grade bands, but the emphasis will be to build a strong foundation in grades 7-12 since those are the grades that the school serves going into the 2023-2024 academic year and a focus on ACT score improvements over Spring 2023.
Performance Measure
CVLA will utilize the districts performance measure to increase the percentage of students who are on track or mastered from 30.1% to 34.5% on TN Ready for grades 3-8 ELA.
CVLA will continue with the literacy goals set during the 22-23 SIP to increase students mastery on TNReady ELA 9-12 grades ELA..
Increase the percentage of students who are on track or mastered from 31.8% to 36.1% on TN Ready for grades 9-12 ELA
Increase the percentage of students with disabilities meeting the Success Rate from 3.5% to 9.2% on TNReady for 9-12
CVLA did not have any ACT scores for the 21-22 school. However for the 22-23 CVLA had less than 6 students take the ACT.
CVLA's Reading goals for this year is to attain an 18 average score average for students taking the ACT

S 2.1 Professional Development
High quality professional development will be provided for instructional staff and school administrators in the virtual learning environment.
Benchmark Indicator
- CVLA administration will coordinate with Flexpoint to provide professional development with technology pertaining too the virtual school setting. Emphasis with the Flexpoint curriculum and Buzz platform.
- CVLA staff and admin have participated in zoom training with the Buzz system during July 2023.

S 2.2 Instructional Support
CVLA teachers will participate in the districts support to impact the quality, content and structure of teaching English/language arts and learning throughout all schools within the district.
CVLA administration and teachers will participate in district supports including professional development led by Dr. Meagan England for school wide data review and implantation techniques to address Mathematics instructional effectiveness in the virtual setting.
CVLA administration and teachers will conference with Lori Duncan with assessment and intervention strategies for CVLA students with a focus on mathematics, literacy and EOC subject areas.

- Special Education Instructional Coach will review data and co-teaching rubrics with co-teaching teams three times per year to provide support in instructional strategies, data interpretation, and future planning.

S 2.3 Instruments to Track Student Progress
CVLA will continue to use scientifically based research (screening, diagnostic and classroom achievement) assessment instruments to track individual student progress and inform instruction that is aligned with standards.
Benchmark Indicator
- The fall, winter, and spring Study Island RLA benchmark assessment data will be analyzed and data conversations will be conducted to find trends and make changes to instruction as needed immediately following assessments.
- The fall, winter, and spring AimsWeb Plus universal screener RLA data will be analyzed to find trends and data conversations will be conducted with interventionists to update intervention student placement immediately following screening.
A 2.3.1 Aims Web and Study Island
CVLA RLA teacher, admin and RTI rep will review the Aims Web and Study Island benchmark assessments which will be administered to CVLA students at the school. The assessment results will be utilized for RTI intervention in 7-8 grade middle school R/LA classes and 9-12 high school English I, Englsih II, English III and Englih IV courses.

S 2.4 Technology That Impacts Teaching & Learning
CVLA instructional delivery is web based. Students are issued a chrome book and all coursework is web-based through the FFlexpoint curriculum and the BUZZ platform. Technology impacts the quality, content and structure of reading/language arts instruction and learning throughout all of CVLA's academic disciplines.
Benchmark Indicator
7-12 grade CVLA students will complete ELA coursework on their school issued chrome book. Students are assigned lessons through Flexpoint curriculum on the Buzz platform each week. They visit the school center to review their progress and prepare for the next week. During weekly visits to the school center, CVLA faculty will assess completed work and record grades accordingly. Student course placement will be monitored and adjusted as needed.

Upon enrollment students will be issued a chrome book for use with their web-based courses.

G 3 Mathematics
The Claiborne Virtual Learning Academy's goal for 2023-2024 school year in 7-12 grade Mathematics is to improve 7-8, and Algebra I, Algebra II and Geometry to assure success rate improvement. Math improvement will be encouraged across all grade bands implementing strategies to ensure success rate improvement by the Spring of 2024.
Last spring 2023, CVLA had the first group of 11th graders take the ACT. CVLA will focus on ACT score improvements over Spring 2023.
Performance Measure
CVLA will utilize the districts goals to Increase the percentage of students who are on track or mastered from 27.3% to 31.84% on TN Ready for grades 3-8 Math.

S 3.4 High-Quality Curriculum Adoption and Implementation
During the 2023 summer, the CVLA math teacher will receive training, attend work sessions, and plan together to prepare to use the newly adopted math curriculum in grades K-12. CVLA will utilize the new county math curriculum instead of the Flexpoint inorder to inprove student success rate.

Teacher and Principal perceptions of the math implementation supports will be collected via survey twice during the 2023-24 school year in July and December. Our Elementary/Middle and Accountability Supervisor will be responsible for administering the survey and reporting the findings. The Elementary and Accountability Supervisor adjusts support as needed according to survey feedback.

G 4 Special Education Support
The special education department will work on bringing up to target APR goals 7, 11, and 3. Since the CVLA serves students countywide; will assist in the goal for special education students improvement of target APR goals 7, 11, and 3 within the schools grade span of 6-11 grade.
Performance Measure
The FFY 2020 APR Local Determinations Matrix shows the following indicators that need to be addressed:
Indicator 3: Statewide Assessment, ELA GRADES 4 & 8 Assessment Proficiency, our performance is 28.09% and the state is > 47.57%.
Math Grades 4 & 8 Assessment Proficiency, our performance is 18.89% and the state is > 31.75%.
EOC English (English II) Assessment Participation Rate, our performance is 86.84% and the state is > 90.00%.
EOC English (English II) Assessment Proficiency, our performance is 48.57% and the state is >52.41%.
EOC Math (Algebra I/Integrated Math I), our performance is 9.30% and the state is >17.41%.
Indicator 7: Early Childhood Outcomes, Part C, SI-Appropriate Behaviors, our performance is 86.36% and the state is >92.60%.

S 4.1 Child Find Compliance
CVLA staff will participate in child find compliance training of all professionals responsible for eligibility determinations that includes a review of eligibility timelines.
CVLA staff will participate in monthly reviews by the IEP Administrator, to proactively check for upcoming eligibility meetings and due dates.
CVLA staff will participate in training of all special education faculty on how to handle referrals, testing, and observations to ensure compliance with all child find requirements.
CVLA staff will participate in transition meetings for students who are two years old and in the Tennessee Early Intervention System (TEIS) preparing to turn three years of age and transition into the school system through the Individuals with Disabilities Education Act (IDEA).

S 4.2 Statewide Assessments Proficiency and Participation
Local APR Determinations, Indicator 3 show performance scores lower than target scores. All statewide assessment participation scores were met except for the EOC English Assessment which was 3.84% below target. 25 students were scheduled to participate in that assessment, but three were not in attendance for the testing. Proficiency scores all fell below target scores. Continued training in high-quality instruction, intervention supports, and special education services will be provided.

CVLA will implement the Claiborne County Assessment Calendar. CVLA administration and teachers will communicate with both student and parent/guardians to promote 100% student assessment participation.
CVLA will utilize the district's assessment benchmark indicators goals in TNReady and EOC's due to very small student grade level sizes and the school entering its fourth year of operation.
